Одной из наиболее важных задач при организации управления органами и учреждениями уголовно-исполнительной системы в сложной оперативной обстановке является умение начальствующего состава принимать целесообразные решения и его способность к непосредственной управленческой деятельности в условиях ограниченного времени, при резкой смене ситуаций. Управленческая деятельность начальника органа (учреждения) уголовно-исполнительной системы в ходе выполнения служебных задач в условиях осложнения оперативной обстановки должна быть направлена на претворение в жизнь принятого решения и включать в себя постоянный сбор данных об обстановке и ее оценку, своевременное уточнение решения по мере изменения обстановки, доведение уточненных задач до сведения подчиненных, поддержание непрерывного взаимодействия и всестороннего обеспечения, осуществление контроля над выполнением подчиненными поставленных задач и оказание им необходимой помощи. Предложенный в статье алгоритм действий будет являться залогом успешного решения служебных задач любой сложности.
One of the most important tasks at the organization of management of bodies and institutions of the penal system in a difficult operational situation is ability of the commanding staff to make expedient decisions and his ability to direct administrative activity in the conditions of limited time, at sharp change of situations. The administrative activity of the chief of body (establishment) of the penal system during performance of office tasks in the conditions of a complication of an operational situation is to be directed to implementation of the made decision and include constant collection of data on a situation and its assessment, timely specification of the decision on a measure of change of a situation, bringing the specified tasks to data of subordinates, maintenance of continuous interaction and comprehensive providing, control over performance by subordinates of objectives and rendering the necessary help to them. The algorithm of actions offered in the article will be the key to the successful solution of office problems of any complexity.
