V. V. Kulkov is one of the authors of 13 chapters in three textbooks on criminology and criminal procedure, in two of them he is the responsible editor. Of particular note is the first textbook edited by him in a series of textbooks for the Ministry of Internal Affairs of Russia, specially written for educational institutions that trained personnel for the Russian penal system.
