Abstract (English):
The article examines the activities of the penitentiary administration for the transfer of convicts from one penal colony to another. Unfavorable conditions are considered, as well as the positive aspects of the transfer of convicts. The relevance of the topic is due to the need to identify and analyze the problems faced by the authorities responsible for the transfer of convicts. The subject area of this work covers a wide range of issues related to the transfer of convicts, from the legislative framework to the practical aspects of the implementation of this process. The scientific result was the proposal of a non-dual activity (the following of convicts from one colony settlement to another under the supervision of an employee of the penal system). The purpose is to systematize the unfavorable conditions and positive aspects of the implementation of the studied transfer of convicts. The research is based on dialectical and public law methods.
