Procurement legislation within the framework of the state defense order has significant specifics which is complex, confusing and obscure to experts in solving specific problems. In the article on the basis of the comparison and analysis of legal norms the author identifies seven specific features of such purchases, and also gives comments on their correct understanding and application.
