THE DIRECTIONS OF IMPROVEMENT STAFF DEVELOPMENT IN PENAL SYSTEM

Abstract (English):
The subject of the article is legal and organizational issures of the emprovement of penal staff handling system. The purpose is to offer the directions for increasing the efficiency of the work with the personnel. The statistical data last 7 years are considered, the shortcomings, revealed by a management of the FPS of Russia according to the results of 2015, are analysed. The survey of 70 employees of the bodies and organizations of the penal system, which were trained at Faculty of Management and the high academic courses Academy of the FPS of Russia, identified gaps in the organization of work with the staff. Arrengements for increasing efficiency of work with the staff are proposed: introduction of competence-based models of employees; improving the competitive mechanism on duty; continuity of professional growth of employees; development the mechanism of rotation of the staff; creation the performance evaluation system of the motivational mechanism of employees; extension of the list of posts elected by competition in the organizations and bodies of the penal system; establishment of new types of stimulation of employees; increasing the effectiveness of the adaptation mechanism.
