Abstract (English):
The condition of control and supervision of activity of the institutions and bodies executing punishments, which are carried out by authorized bodies is dealt with. On the basis of the systematic analysis of the current legislation, in this sphere the available reserves in improvement of legal regulation of control and supervision and practice of their implementation are defined. Suggestions for improvement of the legislation regulating questions of control and supervision of activity of correctional institutions are made. Among these offers, definition of the term"control" and "supervision" and purposes and tasks of the officials visiting the institutions and bodies executing punishments are described. Much attention is payed to ”control” and ”supervision” in independent chapter of the Penal Code of the Russian Federation that considerably will raise and will strengthen a role and their importance in ensuring the rights and legitimate interests of convicts.In the organizational plan, the solution of a question of coordination of activity of public associations controlling the activity of the institutions and bodies executing punishments is proposed. Synthesis of the experience which is available in territorial subjects of the Russian Federation and acceptance on this basis of methodical recommendations by the Commissioner for Human Rights in the Russian Federation can be one of these ways.
