On the basis of the analysis of results of activity of penal institutions of Russia, materials of public prosecutor’s activities for supervision of performance of the legislation on counteraction to extremism and judgments the typical reasons and conditions (circumstance) promoting commission of crimes and administrative offenses of extremist character in the institutions of a penal correction system of Russia providing isolation from society are established. Need of identification and further studying of the reasons of commission of offenses of extremist character for penal institutions is proved. Their careful analysis gives to law enforcement agencies and the legislator a possibility of development of ways and ways of impact on an extremist deliktnost in the sphere of the penitentiary relations.
