For the first time practically proved the algorithm of actions connected with registration of materials under article 19.12 of the Russian Federation Code of Administrative Offences is recorded. It is made to exclude cases of direction the materials to court with violations of requirements of articles 28.2, 29.5 of the specified Code. The concrete practical algorithms of actions connected with registration (regarding the forbidden objects) cases of administrative offenses in penal institutions are directed to completion of gaps of legislative regulation in the sphere of registration of cases of administrative offenses in penal institutions and bodies. The concrete list of documents and materials containing the information about detection of forbidden objects and directed to court is shown,The concrete (schematical) algorithm of penal officers’actions on identification of administrative offenses (regarding detection of forbidden objects) with registration of the corresponding affairs which happen at a stage of initiation of administrative offense proceedings is very important for an applied research of administrative process.
